Background to Position
Our client is a multi-campus Higher Education enterprise with a national footprint, as well as hosting several student support centres in South Africa and Namibia.
The purpose of the job is:
• To provide a generalist Human Resource service and advice to the Executive Heads: Contact Learning and Heads of Campuses (Gauteng; Western Cape & KwaZulu-Natal).
• To coordinate all operational Human Resource matters on Contact Learning Campuses.
• To functionally coordinate and monitor the execution of the company’s Human Resource strategy, directly and via Campus Human Resource Generalists.
• To be a member of the Contact Learning Management Committee
Job Description
Key Performance Areas:
1. Advises on and oversees the correct implementation of HR policies, procedures and processes.
• Oversees that Campuses are educated on relevant HR policies, procedures, and processes.
• Implements any changes to policy or procedures.
• Monitors and reports any infringements and potential HR related risks to the HR Manager: Operations.
2. Provides operational HR support across a designated region.
• Oversees that all HR administrative processes are carried out correctly.
• Circulates reports and populates HR dashboards as directed by the HR Manager: Operations.
• Coordinates the provision of Human Resource operational support directly or via Campus Human Resource Managers/Officers
• Supplies Human Resource information to Head Office as required, for Unit 4.
• Resolves various HR queries, including but not limited to:
- o Policy and rules around remuneration and benefits.
- o Time and attendance, leave benefits and overtime.
- o Performance management.
• Supports Head Office with the campus implementation and rollout of HR initiatives and/or projects.
3. Provides an Employee Relations support service within a designated region.
• Provides an Employee Relations advisory and support service to Campus management and staff.
• Investigates disciplinary matters when needed.
• Receives and reviews all regional employee relations matters raised, escalating to the HR Manager: Operations as needed.
• Represents the client at regional CCMA matters as directed by the HR Manager: Operations.
• Maintains accurate records of all disciplinary actions and related documentation.
4. Provides a recruitment and selection service within a designated region.
• Strives to maintain optimal staffing on Campuses through effective recruitment and selection processes.
• Advises Campuses on recruitment and selection processes and expected lead times.
• Assists Campuses with drafting of job advertisements.
• Advertises vacancies through approved channels.
• Receives all applications and compiles a shortlist to be reviewed by the hiring managers.
• Arranges interviews with candidates and hiring managers.
• Coordinates all communication with candidates throughout the recruitment process.
• Services Selection Committees.
• Coordinates all assessments and candidate checks.
• Drafts letters of offer for successful candidates in consultation with the HR Manager: Operations.
• Oversees the on-boarding of new employees.
5. Supports statutory reporting by gathering, collating and maintaining accurate records relating to BBBEE, EE and Skills Development in a designated region.
• Obtains and collates information from the Campuses, as directed by Head Office, to inform annual statutory submissions relating to:
- o BBBEE
- o Skills Development
- o Employment Equity
- o Other HR reports as required
• Maintains accurate records of typical information required on an ongoing basis.
• Maintains archived records of all information provided to Head Office.
6. HR Projects.
• Completes and/or participates in projects as required by the HR Manager: Operations.
• Liaises with Campus HR Managers/Officers as required.
• Co-ordinates and manages staff communication as required.
Inherent Criteria
• A degree in Human Resources Management (NQF 7 or higher)
• 5-8 years HR experience in a generalist HR role • Knowledge of HR in Higher Education would be desirable
• Broad based functional HR knowledge and employee relations knowledge
• Excel and Word competence
• Written and verbal communication and presentation skills
• Good interpersonal and relationship building skills including being a collaborative team player
• A methodical and organized person who is proactive and practical when it comes to implementation of policies and understanding of business processes
• Must be prepared to travel between Campuses in Gauteng with a monthly visit to the Campuses in Durban and Cape Town
• Must be an African black female who has the potential to compete for the Head: HR position in the company within 12-18 months, which is based in Cape Town
